제3회 한반도평화포럼 결의문

민(民)이 주도하는 생명, 평화, 인권, 생태의 Civil Asia 건설을 향하여!

3.1운동 100주년과 제1차 세계대전 종전 101주년을 맞이하는 이 역사적인 시기에, “시민사회 주도의 한반도·동아시아 평화건설”을 주제로 제3회 한반도평화포럼이 지난 11월 10일부터 13일까지 KOICA 연수센타(성남)에서 열렸다.

이 포럼에 참석한 우리 아시아 9개국 98명의 참가자들은 최근 한반도에서 일어나는 평화프로세스가 직면하고 있는 도전들, 그리고 최근 한일무역분쟁의 근저에 깔려있는 식민역사 청산과 관련한 한일갈등 등 동아시아 분쟁의 근원이 이른바 ‘샌프란시스코 체제’에 있음을 직시하고, 이를 뛰어넘지 않고는 새로운 동아시아의 질서를 구축하는 일이 매우 어렵다는 사실을 함께 인식하였다. 아울러 현금의 긴급한 사안들 즉, 홍콩 젊은이들의 시위, 오키나와 미군기지 확장 반대운동, 개성공단 및 금강산 관광 재개 현황에 대한 현장보고를 청취하고 공감하였다. 이와 함께, 점점 더 첨예화되고 있는 종교간 종족간 갈등에 더해, 초강대국의 힘의 각축장이 되고 있는 동남아시아와 남아시아의 민의 고통에 대해서도 마음을 함께 하였다.

한편, 최근 상호교류와 연대를 통해 활성화되고 있는 한일 시민사회간의 연대가 나아가 동남아시아 및 남아시아를 포괄하는 민(民) 주도의 Civil Asia의 씨앗이 될 수 있다는 전망을 공유하였다. 이 Civil Asia는 지금까지의 국가주도의 자국중심주의의 한계를 넘어서서, 자율적 생명의 주체인 민(民)의 진정한 참여와 자발적 연대를 통해 형성되는 민(民)들의 초국적 그물망이 될 것이다. 이러한 비전 하에서 우리는 아래의 장단기 과제들을 함께 추진할 것을 결의한다.

아 래 -

1. 우리는 1952년에 체결된 샌프란시스코 조약은 보편적 국제규범에 어긋남을 확인하면서 이의 위법성을 제기하며, 식민지 책임과 반인도적 범죄를 외면한 이 조약이 무효임을 북한과 함께 UN인권위원회와 국제사법재판소에 제소하고자 한다. 

2. 우리는 한반도 화해통일프로세스의 상징인 금강산관광 및 개성공단사업 재개에 소극적인 문정부의 입장을 비판하며, 국민들과 약속한대로 한반도 평화과정을 민족자주자결의 원칙에 따라 과감하게 추진해줄 것을 촉구한다. 아울러 이른바 “한미워킹그룹”을 통해 한반도의 자주적인 평화프로세스를 제어하는 미국의 부당한 개입을 규탄한다.

3. 우리는 현재 아베정부가 추진하는 평화헌법9조 개헌시도에 맞서 이의 저지운동에 진력하고 있는 ‘아베9조개헌No! 전국시민행동’을 비롯한 일본의 시민사회운동이 일본의 민주주의 뿐만 아니라 동북아의 평화구축에 중요한 기여를 하고 있음을 인식하며 이에 적극적으로 연대한다.

우리는 한반도의 비핵화 프로세스와 동아시아의 비핵지대화 프로세스를 지속적으로 추구해 핵위협으로부터 자유로운 “동아시아 공동의집”을 건설해갈 것이며, 한일시민사회 간의 인도적 대화를 통해 국가간의 갈등을 넘어서서 화해와 공존으로 나아갈 것이다.

4. 우리는 홍콩시민들의 민주주의와 인권, 법의 지배(Rule of Law)와 자결(Self-determination)을 위한 시위를 지지하고 연대하며, 홍콩정부의 비인도적, 폭력적 탄압을 규탄한다.

5. 우리는 오키나와의 미군기지 확장 반대운동이 동북아의 평화정착에 중요한 고리임을 확인하면서 이를 적극 지지하고 연대한다.

6. 우리는 한일시민사회의 연대가 Civil Asia의 씨앗이 될 수 있음을 확인하면서, 이 연대의 틀을 아시아 전역으로 넓히고, 나아가 미국시민사회와의 연대를 통해 상생과 평화의 가치에 근거한 새로운 동북아평화체제를 형성하는데 기여하고자 한다.

7. 우리는 참여민주주의, 인권, 평화, 생명, 상생과 공존 등 민(民)의 자각된 가치에 기반한 – Digital Asia를 포함한 - Civil Asia의 건설을 시작하면서 그 하나의 과제로 (가칭)“아시아 시민사회 헌장”(Asia Civil Society Charter)을 만들고자 한다. 이 헌장은 국가의 법적 지배를 넘어서는 민의 헌장으로서, 종교, 문화, 종족 등 아시아의 다양성을 포괄하며, 근대국가의 틀을 넘어서 도래할 민(民) 중심의 새로운 사회를 떠받치는 도덕적 가치들과 직접민주주의 등 지향하는 시스템, 극복해야할 사회적 과제들을 포함할 것이다.

3^rd Korea Peace Forum Statement

Towards building “Civil Asia” based on the values of life, peace, human rights and ecology initiated by people

At this critical and historical juncture, celebrating the 100th anniversary of the March 1st Movement and the 101st anniversary of the end of the First World War, the 3rd Korea Peace Forum was held at KOICA Training Center (Seongnam city) from November 10 to 13 on the theme of “Peace Building in the Korean peninsula and East Asia by the initiatives of civil society”.

We, the 98 participants from the nine Asian countries who attended the forum commonly recognized that the root cause of the conflict in East Asia, including the challenges the peace process on the Korean peninsula is facing, the conflict between Korea and Japan over the settlement of colonial history underlying the recent trade disputes and many other conflicts in East Asia is the "San Francisco system", and realized that it would be difficult to create a new East Asian order without overcoming it. We also listened to and empathized with on-the-spot reports on urgent issues of present: protests by Hong Kong youth, protest movements against the expansion of the US military base in Okinawa, reopening of Kaesong Industrial Complex and Mount Kumgang tourism. At the same time, we gathered our heart on the increasingly intense inter-racial conflicts between religions as well as suffering of the people in South East and South Asia, where are becoming the fighting place of superpowers.

On the other hand, we shared a new prospect that the solidarity between Korea and Japan civil societies, which is being activated through mutual exchanges and solidarity, could be a seed of people-initiated Civil Asia that encompasses South East and South Asia. This Civil Asia will be a transnational network of citizens beyond the limits of nation states to be formed through the genuine participation and spontaneous solidarity of the people who are the subject of life. Under this vision, we resolve to work together on the short and long term tasks below.

1. We reaffirm the illegality of the San Francisco Treaty concluded in 1952 verifying its violation of universal international norms, and will file a complaint with United Nations Commission on Human Rights and the International Court of Justice with North Korea insisting that this treaty is void because it neglected colonial responsibility and antihuman crimes.

2. We criticize the passive government's stance on reopening the Gaesong Industrial Complex and Mt. Geumgang Tourism, the symbols of the reconciliation and reunification process of the Korean peninsula, and urge the government to pursue the peace process on the Korean Peninsula more actively, as it promised to the people. In addition, we condemn the USA government for unjust intervention controlling the independent peace process on the Korean peninsula through the US-Korea Working Group.

3. We recognize that active movement of No Constitutional Amendment of the Article 9! National Civil Action as well as other civil movement in Japan are important contribution not only to democracy in Japan but also to peace building in Northeast Asia and will join actively in solidarity with those groups.

4. We will continue to pursue the process of denuclearization of the Korean Peninsula as well as East Asia to build a “common house of East Asia” free from nuclear threats and will pursue reconciliation and coexistence beyond national conflicts through humane conversation between civil societies in Japan and Korea.

5. We support Hong Kong citizens’ protests for democracy, human rights, rule of law and self-determination, and condemn the inhuman and violent repression of the Hong Kong government towards the protesters.

6. We strongly support the movement against the expansion of US military bases in Okinawa recognizing that the movement is an important link for the settlement of peace in Northeast Asia.

7. We affirmed that the solidarity of civil societies in Japan and Korea could be the seed of Civil Asia, and will expand the framework of this solidarity throughout Asia. Furthermore, through solidarity with American civil societies, we will contribute to the formation of a peace regime based on the values of coexistence and peace.

8. We will make an ‘Asia Civil Society Charter (a tentative name)’ as a starting project for the construction of Civil Asia – including Digital Asia – based on the perceived values of people, including participatory democracy, human rights, peace, life, and co-existence. This Charter is a civil charter that goes beyond the legal rule of the states and embraces the diversities of Asia, including those in religion, culture, and ethnicity, as well as includes moral values for a new society initiated by people overcoming the framework of modern states; new systems towards people’s direct democracy; and emerging social challenges to be overcome.
