오늘(10/4) 오전 11시, 홍콩 시위를 지지하는 65개 한국 시민사회단체와 재한 홍콩인들은 광화문 광장에서 기자회견을 열어, 홍콩 정부가 무차별적인 폭력 진압을 중단하고 집회 시위의 자유를 보장할 것을 촉구했습니다. 중국 건국 70주년 국경절이자 국가폭력에 의해 희생된 분들을 기리는 ‘애도의 날’ 행사가 있었던 지난 1일, 시위 참여자인 중등학교 5학년 남학생에게 근거리에서 실탄을 발사한 홍콩 경찰을 강력 규탄하였습니다.

이 시위에서 한국YMCA전국연맹은 한국YMCA가 홍콩 시민들을 지지하고 연대한다는 발언을 하기도 했습니다.

지난 3월 말, 범죄인 인도법 개정안으로 인해 홍콩 시민들의 민주주의와 자유에 대한 강력한 열망이 드러났습니다. 그리고 이에 대해 홍콩 경찰은 무분별하고 잔인한 폭력으로 대응하고 있습니다. 시민들을 폭도로 규정하며, 홍콩 시민들의 정당한 집회 자유에 대해 폭력적인 탄압을 자행하고 있습니다. 이번에 한 학생이 실탄을 맞은 것은 홍콩 경찰의 폭력성을 단적으로 보여주고 있습니다. 1천여 명이 체포되고 청소년들도 체포되고 있습니다. 시위 때마다 부상자로 병원이 마비가 되고 있습니다.

그럼에도 불구하고, 홍콩 시민들의 자유와 민주주의에 대한 열망은 식을 줄을 모르고 있습니다. 수많은 시민들이 자발적으로 시위에 참여하고 청소년들이 등교 전 손에 손을 잡고 홍콩의 자유를 외칩니다. 어린 아이를 데리고 온 가족이 위험을 무릎 쓰고 시위 현장에 나옵니다. 홍콩 시민들은 더 이상 물러날 수 없다는 의지를 강하게 드러내고 있고, 이는 지난 2014년 우산혁명을 통해 드러난 의지의 재확인입니다.

이에 한국YMCA전국연맹은 지난한 역사를 통해 민주주의를 이루어온 한국 시민으로서 홍콩 시민들의 의지에 지지와 연대를 표합니다. 또한, 홍콩 경찰은 당장 강경진압을 멈추고, 폭력으로 잠재울 수 없는 홍콩 시민들의 요구를 들을 것을 촉구합니다. 한국YMCA전국연맹은 홍콩 시민들의 5가지 요구가 관철되는 날까지 홍콩 시민들에 대한 지지와 연대를 이어나가겠습니다.

In late March, amendments to criminal extradition law revealed strong aspirations for democracy and freedom of Hong Kong citizens. Hong Kong police have responded with indiscriminate and cruel violence. It defines its citizens as mobs and commits violent repression against Hong Kong citizens even though it is their right and freedom to have assembly. The fact that a student was shot recently shows the violence of the Hong Kong police. More than 1,000 people are arrested including youths. Hospitals are paralyzed as injured at every protest.

Nevertheless, Hong Kong citizens' desire for liberty and democracy is inexhaustible. Thousands of citizens voluntarily participate in protests, and youths hand in hand before school, shouting Hong Kong's freedom. A family with a young child participate protests even it can be dangerous. Hong Kong citizens's will of not to give up is strong, which is a reaffirmation of the will of the Umbrella Revolution in 2014.

Thus the National Council of YMCAs of Korea (NCYK) expresses support and solidarity for the will of Hong Kong citizens as Korean citizens who has suffered and struggled to achieve democracy too. In addition, NCYK urges Hong Kong police to stop the crackdown and to listen to the demands of Hong Kong citizens, who are never-give-in. NCYK will continue to support and solidarize with Hong Kong citizens until the five demands of Hong Kong citizens are fulfilled.

<홍콩의 시민들과 함께하는 한국 시민사회단체 기자회견문>

홍콩 정부는 무차별적인 폭력 진압 중단하고 집회 시위의 자유 보장하라

중국 건국 70주년 국경절인 지난 10월 1일, 홍콩에서는 비극적인 일이 발생했다. 국가폭력에 의해 희생된 사람들을 기리는 ‘애도의 날’ 행사가 있었던 이날, 시위 참여자인 중등학교 5학년 남학생이 경찰의 실탄에 맞은 것이다. 공개된 영상에 따르면 홍콩 경찰은 시위대와 대치하던 중 매우 가까운 거리에서 실탄을 발사했고, 총에 맞은 학생은 탄환 적출 수술을 받는 중상을 입었다. 이날 경찰은 이 지역 외에도 곳곳에서 실탄 경고 사격을 했던 것으로 알려졌다.

이에 대해 홍콩 경찰은 실탄 발포 사실은 인정했지만 공식적인 사과는 하지 않고 있다. 오히려 시위대를 ‘폭도’로 규정하고 “당시 경찰관들은 시위대에게 포위돼 공격을 받는 상황 속에 생명의 위협을 느꼈다”고 강변한 것으로 알려지고 있다. 이번 사건은 그동안 꾸준히 비판 받아 온 홍콩 경찰의 무차별적인 폭력 진압, 과잉 대응을 여실히 보여주는 충격적인 사건이다. 심장에서 불과 3cm 벗어난 가슴을 정면 가격한 홍콩 경찰의 실탄 발사는 그 어떠한 말로도 정당화될 수 없는 공격적인 행위였다.

우리는 홍콩 경찰의 폭력적인 진압에 대해 심각하게 우려하며, 경찰이 즉시 사과하고 이 사건을 조사할 것을 촉구한다. 더불어 시위에 대한 폭력 진압을 중단하고, 홍콩 시민들의 의사 표현의 자유와 집회 시위의 자유를 보장할 것을 촉구한다.

홍콩 행정장관이 송환법 공식 철회를 밝혔지만, 홍콩 시민들은 송환법 공식 철회, 경찰의 강경 진압에 관한 독립적 조사, 시위대 ‘폭도’ 규정 철회, 체포된 시위대의 조건 없는 석방 및 불기소, 행정장관 직선제 실시의 5대 요구가 모두 수용될 때까지 시위를 이어가겠다는 입장이다. 시위대의 규모가 줄긴 했지만 홍콩의 미래와 민주주의를 위한 시위에 여전히 많은 시민들이 적극 동참하고 있다. 이런 가운데 홍콩 경찰의 과도한 폭력 진압과 집회·행진 금지로 홍콩 시민들의 의사표현의 자유와 집회 시위의 자유는 심각하게 탄압받고 있다. 100만 명이 모인 지난 6월 9일 시위 이후 현재까지 경찰에 체포된 시위 참가자 수는 1천 명을 훌쩍 넘어섰고, 지난 10월 1일 시위에서만 66명이 부상을 입고 180여 명이 체포된 것으로 알려졌다. 그동안 홍콩 경찰은 시위대를 향해 진압봉을 휘두르고 최루탄을 쏘는 등 무차별적으로 진압했고, 물대포 발사, 특공대 투입에 이어 실탄 경고 사격까지 과도하게 대응한 바 있다. 시위가 격화되는 것은 경찰의 이러한 과잉 대응 때문이다.

더이상 홍콩 시민들의 분노에 폭력으로 답해서는 안 된다. 홍콩과 중국 정부는 송환법 철회 이후에도 민주주의와 인권을 향한 시민들의 요구가 이어지는 이유를 직시하고, 자발적으로 거리로 나오는 시민들의 목소리에 귀 기울여야 한다. 이 과정에서 체포된 시위대에 대한 조건없는 석방과 불기소, 경찰의 강경 진압에 대한 독립적인 조사 뿐만 아니라 집회에 참여한 시민들에게 벌어지고 있는 ‘백색 테러’에 대해서도 정부 차원의 신속한 대응이 필요하다. 그 과정에서 기본권인 의사 표현의 자유와 집회 시위의 자유는 무엇보다 우선적으로 보장되어야 한다. 한국의 시민사회단체들은 이번에 부상 당한 학생을 비롯하여 모든 부상자의 빠른 쾌유를 빌며, 민주주의와 인권을 향한 홍콩 시민들의 저항에 다시 한 번 연대의 뜻을 전한다.

The Hong Kong Government Must Stop Indiscriminate and Violent Crackdown and Ensure Freedom of Assembly and Demonstration

On October 1, the 70th National Day of China, a tragic incident occurred in Hong Kong. On the day that a "Day of Mourning" event was held in honor of those killed by state violence, a highschool student who participated in the demonstration was shot by police. According to the released footage, the Hong Kong police fired live ammunition from a very close distance while confronting protesters, and the student had to undergo bullet extraction surgery. On the same day, the police allegedly fired live ammunition for warning in other areas as well.

The Hong Kong police have admitted to firing live ammunition, but have not made a formal apology. Rather, it is known that they defined the protesters as ‘rioters’ and argued that “police officers at the time felt the threat of life in the situation besieged by protesters and attacked”. The incident is a shocking reminder of the indiscriminate and violent crackdown and the excessive response of the Hong Kong police that have been criticized steadily. The live-fire of the Hong Kong police, which hit the chest just 3 cm away from the heart, is an aggressive and unproportional act that cannot be justified by any word.

We seriously deplore about the violent crackdown by the Hong Kong police, and we urge the police to apologize immediately and investigate the incident. Also, we urge the Hong Kong police to stop violent crackdown on the protests and to ensure freedom of expression and freedom of peaceful assembly and demonstration.

Although the Chief Executive of Hong Kong has announced the official withdrawal of the extradition bill, Hong Kong citizens declared their position of continuing their protests until all of the five demands for the official withdrawal of the extradition bill are accepted. The five demands are an independent investigation into the harsh crackdown of the police the withdrawal of defining the protesters as ‘rioters’, the unconditional release and non-prosecution disposition of arrested protesters, and the direct election of the Chief Executive are accepted. Despite the reduced scale of the protesters, many citizens are still actively joining the protests for Hong Kong's future and democracy. Amid this situation, Hong Kong citizens' freedom of expression and freedom of peaceful assembly and demonstration are severely suppressed because of the Hong Kong police's excessively violent crackdown and ban on rally and march. Since the June 9 protest, which drew 1 million people, the number of protesters arrested by the police has exceeded 1,000, with 66 injured and 180 arrested in the October 1 protest alone. Until now, the Hong Kong police have quelled the protesters indiscriminately by wielding riot rods and firing tear gas and responded excessively by using water cannons, special forces, and even warning shots of live ammunition. The intensification of the protests is due to such excessive responses by the police.

The authorities should not respond to the anger of Hong Kong citizens with violence anymore. The Hong Kong and Chinese governments should face up to the reasons why citizens' call for democracy and human rights continues even after the withdrawal of the extradition bill, and listen to the voices of citizens who are taking to the streets voluntarily. Prompt response on the government level to the "white terror" which is taking place against citizens who participated in the rallies, as well as the unconditional release and non-prosecution disposition of arrested protesters and an independent investigation into the harsh crackdown by the police, is urgently required. During the process, basic rights such as freedom of expression and freedom of peaceful assembly and demonstration should be ensured above all. Korean civil society organizations pray for the quick recovery of all wounded, including the wounded student, and send the message of solidarity to Hong Kong citizens' resistance for democracy and human rights.
